Lawmakers don’t want to appear weak, unresponsive, or out of touch with their constituents. Most are laser-focused on their next election. When constituents flood their office with phone calls, and when the media is filled with images and words about the harms they are causing to people in their district, that representative knows their reputation is on the line. Both Republican and Democratic lawmakers have shifted their position in response to public outcries.
